All vehicles must be designed to appeal to the American consumer and must be “production capable”. They must meet industry standards in 3 different areas:

Highly Strategic Market Position
Exceptional Profits
Minimal Cost To The Environment
Manufacturability, Cost
Vehicles must be capable of being manufactured in quantities of at least 5,000 per year, with vehicle production costs within levels consistent with historical examples of comparable vehicles.
Safety, Emissions
Vehicles must be designed to meet US Safety Standards (FMVSS) and US Emissions Standards (EPA).
Design and Features:
Vehicles must be desirable, addressing the most important features consumers consider when purchasing an automobile.
